"Bad End. Message: load registration page timeout"

After clicking the EU banner away and restarting I get following message on Chrome browser as well:
The requested URL was rejected. Please consult with your administrator.

Note that you can only register Web.de accounts with German IP because Web.de has strict requirements for ip.
